(EXPRESSION OF INTEREST)
Ministry of Health &
Family Welfare (MoHFW),Government of India, intends to set up AIIMS like Apex Healthcare
Institutes one each at Bhopal, Bhubaneshwar, Jodhpur, Patna, Raipur and
Rishikesh. The institutes are being set up in approximately 100 acre land
already made available by State Government.
These apex institutes have
been envisaged as Centers of Excellence with 500 bedded hospital, 300
additional Super-specialty and ICU beds, an independent 100 beds for Trauma
Care, 30 beds each for PMR and
AYUSH Facilities. These Institutes
will provide undergraduate and post graduate medical education and medical
services in 39 specialty /super-specialty disciplines. The activities of the
institutes will focus on providing the highest quality of patient care
services, medical education and engage in biomedical research.
HLL has been appointed
‘In-house Consultant’ by MoH&FW for implementing the project. The Project
is being envisaged as Hospital
and College Complex and Hostel and Residential Complex. Land at Bhopal,
Bhubaneshwar, Jodhpur and Rishikesh are contiguous for the entire project while
at Patna and Raipur Residential Complex are being located separately. Site
Survey, Sub-Soil Investigation and Zoning plan have been completed for all the
sites. Area has also been earmarked and boundary wall have been constructed.
Hospital and College Complex. The RFP Document for Design and Detailed Project
Report (DDPR) has been issued to short listed firms. The DDPR Consultant is
likely to be selected for each site by Nov, 2007.
Residential and Hostel Complex. The
Complex is being developed by EPC Developer on turnkey basis and Contractor for
each site is likely to be selected by Sep 2007.
Hospital Furniture and Medical Equipment. The client has already constituted a committee to
finalize the requirement of Hospital furniture and medical equipments. The
project consultant will be required to be associated in supervision,
installation and commissioning of equipment and furniture as per delivery
schedule till final handing over to the hospital authorities.
The approximate cost of works
per institute for hospital and college
complex is Rs 125.00 Crore.

from Interested Firms having experience preferable in Health Care Project
Management as envisaged in the document such as Evaluation of DPR, Site Supervision,
billing, quality assurance etc. as per prescribed Proforma to:-

DEFINITIONS :
“Applicant” means a reputed Indian firm having the requisite Experience who has downloaded the EOI document from the website of Ministry of Health and Family Welfare or Hindustan Latex Limited and applied for the same.
“AIIMS” means All India Institute of Medical Sciences.
Application” shall
mean the response submitted by interested parties to the “Invitation to EOI”
published by HLL/MoH&FW.
“Client”
means MoHFW and /or its authorized agencies and assignees.
“Contract Agreement”
shall mean the agreement to be signed between the Successful Bidder and the
Client for the execution of the Project.
“Consultant” shall
have the same meaning as Successful Bidder and with whom the Contract Agreement
has been signed.
“DPR” means Detailed
Project Report
EOI” shall mean
document named “Expression of Interest” published by HLL inviting Applications
for short listing of parties for the Project.
“Evaluation Committee”
shall mean the committee constituted by CLIENT for the evaluation of the bids.
Firm (s) /Consortia of Firms shall have same meaning as Individual /Association/Joint venture/Consortium.
“HLL” shall mean
Hindustan Latex Limited, who have been appointed by MoHFW as ‘in-house consultant’
for the project
“Implementation Agency” shall mean the agency selected for the development of the hospital and
medical college complex.
“MoHFW” shall mean
Ministry of Health and Family Welfare, Government of India.
“Project” shall mean Setting up AIIMS like Apex
Healthcare Institute at the Site for which this RFP has been issued.
“RFP” shall mean
document named “Request for Proposal” issued by CLIENT to the short listed
Firms for inviting Bids for the Project.
“Site” shall mean the place where the location of the institute for which the services as mentioned under the scope of work for the Project are to be carried out and the details of which are provided.
“Start of Work” shall mean the date of commencement of works by the Consultant.
“Successful Bidder” shall mean the Bidder declared successful Bidder and who has been invited by CLIENT to sign the Contract Agreement.
“Similar Works” shall mean infrastructure project containing building works including internal/ external electric works, internal roads, water supply, STP required etc.
“Tender Processing Fee” shall mean the amount to be paid by the Bidders with the Bid.
“PC” shall mean ‘Project
Consultant’.

INSTRUCTIONS TO APPLICANTS
1. Introduction:
·
The proposal named PRADHAN MANTRI SWASTHYA SURAKSHA YOJNA
(PMSSY) has been launched by the Hon’ble Prime Minister of India to offer
Speciality and Super-speciality medical care and to improve the quality of
medical education by creating six AIIMS like apex healthcare Institutes at
Bhopal, Bhubaneshwar, Jodhpur, Patna, Raipur & Rishikesh in the states of
Madhya Pradesh, Orissa, Rajasthan, Bihar, Chhattisgarh and Uttarakhand respectively.
·
The proposed Institutes shall have state-of-the-art
multi-specialty /super-specialty facilities with captive hospital, medical
college with annual intake of 100 undergraduates and P.G/Doctoral courses in
various Specialty/Super-specialty disciplines based on Medical Council of India
(MCI) norms, requisite infrastructures, nursing college, hostels and housing
complexes. The AIIMS like Institutes would
be centre of excellence and completely autonomous on the line of IITs/IIMs.
These Institutes would be run and managed by Government of India.
·
These
Institutes will participate in providing national leadership in the education
of physicians and medical scientists, biomedical research and in the
application of sophisticated medical technology to patient care. The activities
of the Institutes will focus on providing the highest quality patient care
services, medical education and in advancing biomedical research.
·
Hospital
facilities in India attract very large crowds .The facilities being created are
to be used by the poorest population of the country. It is envisaged that these
facilities would be holistic in nature, economical to build, respond to the
local environment and climatic conditions and create an environment which is
user friendly.
·
The
objectives of project development are Modular Pattern of development, ability
to expand to meet future needs, be energy efficient in use of Water, Power and
other scarce resources. Air-conditioned areas would be limited to essential
services of the hospital functioning.
·
Service needs of these facilities plays an
important part in the development of the facility. Thus building services,
mechanical systems, materials of Construction and movement systems for waste
management etc form a major component of these facilities.
·
The
Institutes have been envisaged as centres
of excellence for undergraduate and postgraduate medical education, nursing
education and medical services and are to be trendsetter in health research and
advancement of medical sciences in India. The Institutes will provide
educational facilities of very high quality comparable to the very best in the
world for necessary medical manpower development.
·
The Institutes will train medical graduates,
post-graduates with
international levels of quality and efficiency in health care delivery. The Institutes will implement new approaches
for medical education. They will provide best facilities for postgraduate
studies and research.
·
The
Institutes, with state-of-the-art high-tech medical equipment, will offer
diagnostic and therapeutic care in clearly identified specialty and
super-specialty services. The Institutes will also conduct health research,
both basic and applied.
·
The
Institutes shall consists of :-

4.
Role of the Project Consultant
The role of the Project Consultant is to assist CLIENT to implement the project as a whole on following aspect:
5 Timing of Services.
It is anticipated that the consulting services will commence by December 2007 and last for 30 Months excluding Defects Liability Period of 12 Months.
6 Estimated Cost. Estimated cost of the project is as under:-
1. Rishikesh, Bhubaneshwar, Bhopal and Jodhpur Rs 125 Crore each site
2. Patna and Raipur Rs 150 Crore each site

QUALIFYING REQUIREMENT FOR ISSUING OF RFP

QUALIFYING REQUIREMENTS FOR ISSUE OF RFP
1. Minimum Qualifying requirement. Minimum qualifying requirement for issue of
RFP Document is as follows:
a) Firm/Consortia of firms should be in existence since last 3 years as on 01 Apr 07.
b) Firm/Consortia of firms should have provided Project Consultant Services during last five years ending 31Mar 2007 as follows:
Essential :
I.
Two project of national /international level, with a
minimum value of Rs 100 crore.
Desirable:
II. One project involving establishment of medical college hospital in last 5 years or Multi-Specialty Hospital of 200 beds in last 5 years
c) The firm/Consortia of firms should have individually net positive worth during the last two out of three financial years, ending 31st March’2007
d)
Firm or consortia of firms either individually or jointly should
have minimum number of qualified and experienced engineers on full time
assignment with the firm as prescribed in Table-1 of Section –I under ‘A
Essential Category’. The proof of qualification and experience should be
submitted. The experience and qualification is likely to be verified.
2. INSTRUCTION TO FIRMS APPLYING FOR MORE
THAN ONE SITE.
A firm/ Consortia of firms have the option of submitting their EOI for more than one site. Firm/consortia of firms applying for more than one site shall be considered as individual entity for each site. In such cases where a firm is applying for more than one site, the Qualifying criteria mentioned at Clause 1 b) above shall be as under:

Two projects of National / international level with a minimum value of Rs 100 Crore during the last five years :

(a) One project involving establishment of a medical college hospital in last five years OR
(b) Multi- Specialty Hospital of 200 beds in last 5 years
2.1 The firm has to demonstrate their capability that they can handle multiple sites at any one time like:
· Deployment of separate project team for each site
· Experience of personals
· Financial Sound ness
3. CONFLICT OF INTEREST
Applicants shall not have a conflict of interest. All applicants found to have a Conflict of interest as mentioned below will be disqualified.
a) The selected applicants shall not engage in activities that conflict with the Interest of the client under the contract and shall be excluded from provision of any other service related to the assignment other than a continuation of the services under the contract.
b) The selected applicants shall not engage in any assignment that would be in conflict of interest with their current obligations to the same or other clients.
c) The selected applicants (including their personnel, agents and/or sub Consultants) that have a business or family relationship with such members of the MoH&FW or HLL staff who are directly or indirectly involved in the Project will not be awarded the contract.
d) The consultants who will be selected for Design DPR/EPC Developer work will not be eligible to apply for that site/group. They however can be considered for another group.
4. ISSUE OF REQUEST FOR PROPOSAL (RFP)
Awarding of the contract for the project is at two stages and those who do not participate in the first stage of short listing will not be allowed to participate in the second stage of selection of the consultant. Only the short-listed firms will be issued a Request for Proposal (RFP) document containing Detailed Scope of work/Terms of Reference, Eligibility cum Evaluation criteria including
requirement of key personnel’s and other project formats etc.
5. CORRUPT OR FRAUDULENT PRACTICES
MoH&FW, Government of India, requires that Applicants under this contract observe the highest standard of ethics during the period of consultancy. In pursuance of this policy, MoH&FW:
(a) Defines, for the purpose of these provisions, the terms set forth below as follows:
i. “Corrupt practice” means the offering, giving, receiving or soliciting of any thing of value to influence the action of a public; and
ii. “fraudulent practice” means a misrepresentation of facts in order to influence the execution of a contract to the detriment of the Employer, and includes collusive practice among Applicants/Bidders (prior to or after bid submission) designed to establish bid prices at artificial non-competitive levels and to deprive the Employer of the benefits of free and open competition.
(b) Will reject a proposal for award of work if it is determined that the Applicant recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question.
(c) Will declare a Applicant/Bidder ineligible, either indefinitely or for a stated period of time, to be awarded a contract / contracts, if it at any time determines that the Applicant/Bidder has engaged in corrupt or fraudulent practices in competing for, or in executing the contract.
6. AMENDMENT OF EOI DOCUMENT
a) At any time prior to the deadline for submission of Applications, CLIENT either on its own or on request of the Applicant may amend the EOI Documents by issuing addenda. An addendum issued shall be part of the EOI.
b) Documents can be posted at the website of HLL and that of MoH&FW.
c) To give Applicants reasonable time to take an addendum into account in preparing their Applications, MoH&FW/HLL may, at its discretion, extend the deadline for the submission of Applications.
7. PROCESSING FEE
(a) This EOI document can be downloaded from the HLL website www.hindlatex.com or website of MoH&FW, www.mohfw.nic.in.
(b) The Applicants shall pay a non-refundable amount of Rs. 2,000 (Rupees two thousand only) as processing fee for each site. This amount shall be paid through a demand draft in favour of “Hindustan Latex Limited” payable at New Delhi and shall be enclosed with the Application at the time of submission, failing which the Application shall be rejected.
(c) The Applicant shall bear all costs associated with the preparation and submission of its Application. MoH&FW or HLL will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the pre qualification process.
8. LANGUAGE OF APPLICATION
The language of the Application as well as the supporting documents shall be English.
9. FILLING OF APPLICATION FORMS
a) All information called for in the enclosed forms should be furnished against the relevant columns in the forms. If for any reason, information is furnished on a separate sheet, this fact should be mentioned against the relevant column. Even if no information is to be provided in a column, a ‘nil’ or ‘no such case’ entry should be made in that column. If any particulars/ query is not applicable in case of the applicant, it should be stated as ‘not applicable’. The applicants are cautioned that not giving complete information called for in the application forms or not giving it in clear terms or making any change in the prescribed forms or deliberately suppressing the information may result in the applicant being summarily disqualified. Applications made by telegram or telex and those received late will not be entertained.
b) The application should be type written.
c) The applicant may furnish any additional information, which is deemed necessary to establish capability to successfully complete the envisaged project. Superfluous information need not be furnished and no information shall be entertained after submission of EOI document unless specifically called for.
d) Any information furnished by the applicant found to be incorrect either immediately or at a later date, would render the firm liable to be debarred from taking up the project consultancy.
e) The applicant should submit a checklist as per Proforma provided in this document along with the application.
10. SIGNING OF THE APPLICATION AND
NUMBER OF COPIES
The Applicant shall prepare one original set of the EOI documents and clearly mark it “ORIGINAL”. The original of the Application shall be typed and shall be signed on all the pages by the person duly authorized to sign on behalf of the Applicant. The power of attorney duly notarized and on a stamp paper authorizing the person to sign and act on behalf of the firm/ consortia should be submitted.
The Applicant shall submit two signed hard copies of the original Application and clearly mark them “COPY”. In the event of any discrepancy between the original and the copies, the original shall prevail. An authorized representative shall have the authority to conduct all business and incur liabilities related thereto for and on behalf of the Applicant, during the short listing process and thereafter.
11. SEALING OF APPLICATION
The Original and the copies of the Application enclosed in separate envelopes shall be sealed in a single large envelope and submitted on or before the last date and time for submission of the Application.
12. DEADLINE AND ADDRESS FOR SUBMISSION
OF APPLICATIONS
Applications shall be submitted to the address mentioned in clause by hand or through registered post or courier service. . In respect of Applications received by post or courier, HLL shall not assume any responsibility for any delayed delivery.

14. SUBMISSION OF ENVELOPES
All envelopes shall be titled "SUBMISSION OF EOI FOR PROJECT CONSULTANT (PC) for -------site. Clearly marked in English with name of the Applicant.
15. EXTENSION OF DEADLINE
MoH&FW/HLL may, at its discretion, extend the deadline for the submission of Applications, in which case all rights and obligations of MoH&FW, HLL and the Applicants subject to the previous deadline shall thereafter be subject to the deadline as extended.
16. LATE APPLICATIONS
Application received after the dead line of submission of Application will not be considered or opened under any circumstances and will be returned without opening.
17. CLARIFICATIONS
a) The Applicants shall be evaluated on the basis of the Application and the supporting documents submitted by them. MoH&FW/ HLL shall not be under any obligation to seek any further information or clarifications.
b) Without prejudice to Clause 15 above, in order to assist in the evaluation of Applications, MoH&FW/ HLL may, at its sole discretion, ask any Applicant for any clarification on its Application which shall be submitted within a stated reasonable period of time. Any request for clarification and all clarifications shall be in writing.
c) If an Applicant does not provide clarifications requested by the date and time set in MoH&FW’s / HLL’s request for clarification, its Application is liable to be rejected.
d) It is clarified that Applicants shall not be required to submit on their own, additional information or material subsequent to the date of submission and such material if submitted shall be disregarded. It is therefore essential to ensure that all questions are answered fully on the proforma or otherwise. The pages of the EOI document and annexures and additional information if any submitted shall be numbered sequentially and signed. General responses such as “included in brochure” without specific item reference may be avoided.
18. RESPONSIVENESS OF APPLICANTS
a) An application, which does not meet all the requirements of the EOI document, shall be rejected forthwith
b) Applicants should note that this EOI Enquiry and Questionnaire is intended to provide preliminary information. The information contained herein shall not in anyway be construed as binding on MoH&FW/ HLL, its agents, successors or assignees.
c) Applicants are advised that selection of consultants for this Project shall be entirely at the discretion of MoH&FW/HLL. Applicants shall be deemed to have understood and agreed that no explanation or justification of any aspect of the EOI process shall be given either by HLL or MoH&FW and that the results of the EOI process shall be without any right of appeal to the Applicants whatsoever.
d) All documents and other information submitted by an Applicant to HLL shall become the property of MoH&FW. Applicants are to treat all information as strictly confidential. HLL will not return any EOI document submitted to it by the Applicants.
e) HLL shall notify successful Applicants after evaluation. It will not entertain any query or clarification from Applicant(s) who are not short listed in the EOI process.
19. WITHDRAWAL OF APPLICATIONS
a) No modification or substitution of the submitted application shall be allowed.
b) An Applicant may withdraw its Application after submission, provided that written notice of the withdrawal is received by HLL before the due date for submission of Applications. In case an applicant wants to resubmit his application, he shall submit a fresh application following all the applicable conditions.
c) The withdrawal notice shall be prepared in Original only and each page of the notice shall be signed and stamped by authorized signatories. The copy of the notice shall be duly marked “WITHDRAWAL”.
20. RIGHT TO ACCEPT/REJECT ANY OR ALL
APPLICATIONS
MoH&FW, Government of India/ HLL reserves the right to accept or reject any or all Applications and to annul the qualification process at any time without any liability or any obligation for such acceptance, rejection or annulment, without assigning any reasons.
21. ATTACHMENTS :
a) Applicants should attach clearly marked and referenced continuation sheets in the event that the space provided in the EOI Document, Questionnaire or Annexure is insufficient.
b) In responding to the EOI Application, Applicants should demonstrate their capabilities, by providing material based on their experience, past Proformance, their personnel and financial resources
c) It is expressly clarified that before submitting the EOI, the Applicant must have examined carefully the contents of all the documents and any failure to comply with any of the requirement of EOI document will be at the Applicant’s risk.
22. VALIDITY OF APPLICATIONS :
a) Application shall be valid for a period of 90 days from the last date of submission of Applications.
b) MoH&FW/HLL retains the right that in exceptional circumstances at its own discretion, it may ask the applicants to extend the validity of their application for a specified period. The Applicant not submitting the letter of extension of the validity period at that time shall not be further considered.
23. JURISDICTION :
All disputes arising shall be subject to the jurisdiction of the appropriate court at Delhi, India and will be governed by the laws of India .
